Abstract Nowadays, the UV-converted fluorescent phosphors have been extensively explored for use in the lighting field, but previous works focused on using UV-converted fluorescent phosphors for water purification are very rarely. Here we report a type of bismuth-magnesium-scandium-germanium phosphors. To characterize the photoluminescence (PL) properties of the samples, the XRD, SEM, elemental mapping, diffuse reflectance and PL spectra have been carried out. We find that the samples can show a highly efficient ultraviolet luminescence. The structural results show that the samples have the particle size at 28 μm. The PL results show that the samples can exhibit a broad emission band that cover the ultraviolet spectral region from 300 nm to 420 nm. In view of the ultraviolet absorption of titanium dioxide, we fabricate bismuth-magnesium-scandium-germanium coupled titanium dioxide ultraviolet-fluorescent composition and use for concrete-used heavy oil viscosity reduction. When compared to the bismuth-magnesium-scandium-germanium and bulk titanium dioxide, the bismuth-magnesium-scandium-germanium coupled titanium dioxide ceramic can enhance the heavy oil viscosity reduction by 30.98-fold and 2.13-fold, respectively.
