CONCEPT FOR THE INTEGRATION OF REMOTE SEN SING DATA INTO THE LANDSCAPE PLANNING TOOLKIT FOR COMPREHENSIVE ENVIRONMENTAL ASSESSMENT OF UKRAINE

ABSTRACT

This article explores the theoretical foundations and practical approaches to the integration of remote sensing (RS) data into the landscape planning toolkit to support sustainable spatial development and enhance the effectiveness of environmental monitoring in Ukraine. Given the current environmental challenges caused by intensive anthropogenic activity and military actions, the proposed concept is based on the systematic use of satellite data to promote sustainable spatial development, preserve natural capital, and improve ecological monitoring. Particular attention is given to the potential of RS for observing the state of the natural environment, including water resources, air quality, land cover, and other key ecosystem indicators. The proposed concept is based on the use of Geographic Information Systems (GIS) for collecting, processing, analysing, and visualising geospatial data, ensuring high accuracy and clarity in presenting environmental conditions. A structural model for implementing the approach is described, encompassing stages from goal-setting and the formation of a representative monitoring system to the generation of cartographic products and integration of results into planning documents. A SWOT analysis was conducted to assess the potential of RS data in landscape planning, highlighting the key strengths (scalability, high spatial resolution, timeliness) as well as limitations (the need for specialized expertise, technical dependency on international platforms, limited ground validation at the local level). International experience is summarized with a focus on European practices, particularly the German model of landscape planning, which integrates ecological, social, and economic factors in spatial decision-making. Opportunities for adapting and transforming these models to the Ukrainian context are considered through the development of a national landscape planning system based on EO data. The proposed conceptual approaches can be applied to development strategies for post-war recovery, increase the resilience of landscapes to climate change, preserve biodiversity, optimize land use, and enhance the country’s environmental security.
