A method of constructing a hierarchical constellation for broadcast channels by optimizing power allocation to each data layer is proposed. With suitable error correction, symbol clusters can overlap, allowing different layers to have closer allocations than in previously proposed methods. In many scenarios, this method of construction leads to an improved data throughput per broadcast channel transmission. Optimal constellations can be easily constructed for arbitrary broadcast scenarios using publicly available geographic data, enabling robust planning for broadcast networks.
