ABSTRACT

. This manuscript is devoted to the problems of governmental administration in youth environment on the regional level. The analysis of dynamics of development of youth environment brought to light negative tendencies (a reduction of the birth rate, a growth in the number of abortions, a reduction of the number of divorces relative to marriages, etc) that are supposed to be overcome on a system level. The known methods of analysis of governmental administration in the youth environment are based on sociological or politological approaches which leads to com-mon (non-specific) recommendations of abstract character outside of the technological aspect of the range of problems. To overcome the specified drawbacks we are suggesting using the method of imitational modelling with operators of systemic dynamics. Youth environment is discussed as three dynamic streams characterizing different status (economic and social) states of young men, young women and minors. Therefore, depending on the used technology of governmental administration it is possible to model different effects that arise in youth environment. The suggested model may be used for a rational distribution of limited governmental resources to receive a syn-ergistic effect in youth environment to overcome the negative tendencies identified. The goal: de-termining the dynamics of changing the main indicators of youth environment with different technologies of governmental administration. The methods: analysis of the impact of governmental support on the change in youth groups, a method of evaluation of effectiveness of governmental administration in youth environment, imitational modelling. The results: we have analyzed the results of modelling the following technologies that, as we attract the resources and satisfy public needs, most of the time, cover the whole range of the degree of participation of the state in the sphere of youth policy. The conclusions: we have provided an algorithmic structure of an imitational model of technological processes of governmental administration in the sphere of youth policy. We have provided a structure of the imitational model of technological processes of governmental administration in the sphere of youth policy. We have presented a structure, composition, analytical expressions of the imitational model. As a result of modelling we have obtained effects in the youth environment from using different technologies of governmental administration.
